President Trump signs executive order aimed at bringing back large-scale mental health institutions as part of his plan to address homelessness and public disorder

There are legal factors…to what degree can the government legally force a person to stay in such institutions? Back in the day, some institutions were so awful people preferred to live on the street than in such facilities.
