“In 2002, Jim Minnery of the Defense Finance and Accounting Service spent months traveling across the U.S. trying to locate documentation for $300 million in unrecorded federal spending. The records never surfaced. The money was gone, but there was no clear explanation for how it had been used. After raising concerns that the issue was being quietly written off rather than investigated, he was reassigned.”
