• Target a vulnerable country
• Destabilize its infrastructure
• Deploy contractors to rebuild
• Make them pay using their own resources
• Use PR to appear as the savior
Has anyone ever questioned why the Western world stood by as one million impoverished Rwandans massacred each other? There was no profit to be made and no geopolitical goal could be achieved. Plain and simple.
