Webb makes a compelling case that the COVID-19 crisis is being used to implement a robust health surveillance system to “monitor medical records; fingerprints; gait, facial, and iris biometric data; drug prescriptions; and even DNA in addition to citizens’ financial, travel, and media-consumption habits”. There is also strong evidence of plans to implement digital health passports that will be required for travel (https://www.health.com/condition/infectious-diseases/coronavirus/covid-immunity-passport). Are these developments consistent with notions of liberty and privacy as outlined in our Constitution?
